Luke lives in a society where he is illegal. The reason he is illegal is that the law only permits two children, but Luke is his parents third. He must live his life hiding in fear from the Population Police. This is what Luke's life is like until he meets Jen, another third child. She does all that she can to get rid of the law, and she is willing to take chances. Eventually, Luke must choose whether he wants to involve himself in her plot.

Opinion: 

 I liked this book, but the ending was dramatic and sad.  However, it is definitely a book worth reading if you like books about dystopic societies.
